Mayor Zimmer Thanks Director Morgan and Chief of Staff Vijay Chaudhuri for Service to Hoboken

Mayor Dawn Zimmer announced that Transportation and Parking Director John Morgan will be resigning from his position effective Friday, September 1st, 2017 to pursue other professional opportunities and that her Chief of Staff Vijay Chaudhuri will be serving his last day tomorrow, Wednesday, August 23rd.

“I thank Director Morgan for his years of service to Hoboken,” Mayor Zimmer said. “He played a key role in helping our team advance the Washington Street redesign project, Southwest traffic circulation plan, Newark Street safety improvement project, Sinatra Drive shared use path, pay-by-phone parking option, bike share program, upgrades to the Hop shuttle, and many other projects that have improved the safety and quality of life of our community. I wish him continued success as he takes his next steps in his career.”

Mayor Zimmer will be appointing Ryan Sharp as Acting Director of the Department of Transportation and Parking. Mr. Sharp has served as Principal Planner in the department for the past 6 years.

“Vijay has seen Hoboken through many challenges and has been a valuable team member in many of our accomplishments for our City’s residents,” Mayor Zimmer explained regarding his decision to move on to other opportunities at this time. “I thank him very much for his strong dedication to our City and wish him the very best in the future.”

Impaired Driving Enforcement Crackdown to be Conducted Locally as Part of National Campaign

Police agencies from around New Jersey are gearing up for the state’s largest annual drunk driving crackdown. The 2017 “Drive Sober or Get Pulled Over” Statewide Labor Day Crackdown begins August 18 and concludes on September 4. During the campaign, local and state law enforcement officers will conduct sobriety checkpoints and roving patrols targeting motorists who may be driving while impaired by alcohol or drugs.

“Drive Sober or Get Pulled Over” is a national campaign designed to raise awareness about the dangers of drinking and driving through high-visibility enforcement backed up by educational activities including national radio and television advertisements, posters, banners and mobile video display signs. The campaign looks to curtail impaired driving during the busy summer travel season, including the Labor Day holiday period.

“Despite years of enforcement and public awareness efforts, too many people still make the unfortunate decision to get behind the wheel while impaired. Nearly 30% of all motor vehicle fatalities in New Jersey are alcohol related,” said Gary Poedubicky, Acting Director of the NJ Division of Highway Traffic Safety. “This is a zero tolerance campaign. If drivers are caught operating their vehicle while impaired they will be arrested,” he added.

As part of the initiative, the Division of Highway Traffic Safety provides grants to local police agencies throughout the state to run the two-week campaign. During last year’s crackdown, participating agencies made 1,649 DWI arrests.

Law enforcement agencies participating in the Drive Sober or Get Pulled Over 2017 crackdown offer the following advice:

  • If you plan to drink, designate a driver, someone who will not drink alcohol, before going out.
  • Take mass transit, a taxi or ask a sober friend to drive you home.
  • Spend the night where the activity is held.
  • Always buckle up, every ride, regardless of your seating position in the vehicle.  It’s your best defense against an impaired driver.
  • If you’re intoxicated and traveling on foot, the safest way to get home is to take a cab or have a sober friend or family member drive you to your doorstep.

Hoboken Announces Tenant Advocate Office Hours

The City of Hoboken is announcing office hours for a tenant advocate for any Hoboken resident seeking advice on housing matters. Andrew Sobel, Esq. will be available during office hours, by appointment, between the hours of 4:30 pm and 7:30 pm on Thursday, August 17th and 31st, September 14th and 28th, October 12th and 26th, November 9th and 30th, and December 14th and 28th, 2017.

Any Hoboken resident wishing to attend the office hours must email ( or call (973-874-5545) Mr. Sobel’s office in advance and provide a description of the issue to be discussed in order to schedule an appointment.

The location for the open office hours will be the basement conference room in City Hall at 94 Washington Street.

Save the Date: North End Redevelopment Plan Community Meeting to be Held September 28th

The City of Hoboken will host the first community workshop as part of the community planning process for the North End Redevelopment Plan on September 28, 2017 at 7:00pm. The location for the meeting has not yet been determined and will be announced prior to the meeting date.

In December 2013 the City Council declared the North End Area in the City of Hoboken as an Area in Need of Rehabilitation. The area is generally north of the 14th Street viaduct between Park Avenue and the palisades and is bounded to the north by the Hudson-Bergen Light Rail tracks.

The City of Hoboken is now in the process of developing a redevelopment plan for the North End in order to determine land uses, development patterns, transportation and transit solutions, and flood mitigation appropriate for the area.

As the first step of the community planning process, an online survey was issued in March, 2017 to provide public feedback on the vision for the North End. The survey results can be viewed at:

Hoboken Police Department to Host “Coffee With a Cop” Meeting

The Hoboken Police Department invites the community to the next “coffee with a cop” meeting on Friday, August 18th from 8:00am to 9:30am at Black Rail Coffee, located at 9th Street and Jackson Street.

Coffee with a Cop brings police officers and the community members they serve together – over coffee – to discuss issues, learn more about each other, and strengthen community ties.

In attendance at the meeting will be Chief Ken Ferrante, Captain Dan LoBue, Lieutenant John Orrico, Sergeant Bob Fulton, and Officer Dave Montanez, along with Mayor Dawn Zimmer and Councilman Michael Russo.

Residents are invited to discuss any law enforcement or policing issues at the local, regional or national level in an informal setting. The Hoboken Police Department will provide coffee and pastries.

Message from Mayor Zimmer Regarding Plans to Continue Fighting Monarch Litigation Despite Today’s Court Setback

Today the NJ Appellate Division unfortunately decided in favor of  the Shipyard Developer, ruling against the City regarding the Monarch Shipyard development agreement and the City and County Planning Board’s actions.

Despite this setback, I am directing our legal team to continue the legal battle by requesting certification from the Supreme Court to hear this matter.

Now that this decision has been made, the case regarding the City’s flood prevention ordinance will move forward beginning at the Superior Court level. This legislation, approved by the City Council after Superstorm Sandy, prohibits residential development on the garden/ground level in all flood zones in our City and generally prohibits residential and commercial development on our City’s waterfront. This legislation was unanimously approved by the City Council in 2013 to protect the public safety of future residents and to protect our public safety team which would have to respond in a dangerous situation when another superstorm hits Hoboken.  Shipyard’s litigation claims that this legislation should not apply to their proposed waterfront development project.

Making rescues on a pier in the middle of another superstorm will be dangerous for the first responders and the residents of the buildings, and the City will fight for our right to protect lives as we face the impact of climate change. Science shows that Hoboken is unfortunately at risk of another Sandy-like storm given the impact of climate change and rising sea levels.

This flood prevention ordinance legal case is at the beginning stage, as the Superior Court judge determined that the other legal decisions needed to be made before the flood prevention ordinance could be heard. Given the track record of the other cases, it could take a long time for this matter to make its way through the court system. Our legal team is actively preparing to vigilantly defend this case.

With the understanding that it would be a challenge for the City to prevail in this litigation, last year my Administration put forward a proposed settlement that would stop the Monarch project and give the City ownership of the pier in exchange for settlement of development litigation at 800 Monroe. I want to make clear that based on strong community feedback and the City Council’s unanimous decision last year to reject the proposed settlement, my Administration is not willing to consider a settlement that would link the two development cases and force a neighborhood in western Hoboken to take on more development. I fully recognize that a settlement that adds density to the western side of the city would not be fair.

The City won the 800 Monroe development case at the Superior Court and is continuing to fight that case in the Appellate court.

Hoboken Opens Northwest Pop-Up Park and Municipal Parking Lot

The City of Hoboken has opened the Northwest Pop-Up Park located at 12th Street and Adams Street and a new, temporary 90-space municipal parking lot located at 1301 Jefferson Street.

“The opening of this park is a milestone moment for Hoboken,” said Mayor Dawn Zimmer. “My vision has always been for every Hoboken resident to be within a short walk to a park, and this new park adds much needed open space to western Hoboken. We followed a very strategic approach to achieve this goal that began with the acquisition of Block 12 for the Southwest Park and using all tools necessary, including the authorization for eminent domain.”

Park amenities include tennis, basketball, and volleyball courts, a playground, spray water feature, bocce ball court, bouldering and rock climbing wall, a running/walking course with fitness stations, a community garden, shade structures, BBQ grills, and picnic tables, life-size checkers/chess and surface games, shade trees, Adirondack and lounge chairs, water fountain, and programmable event/fitness space. The park will remain open daily from 8 am to dusk.

“Long-term, the property will become a 5.4-acre ‘resiliency park’ that will also play an important role in protecting Hoboken from flooding by incorporating green infrastructure and at least 1 million gallons of underground stormwater detention,” explained Mayor Zimmer.

Along with Hoboken’s largest park, the project will also include the construction of a new parking garage, which could incorporate community amenities such as urban farming, recreation facilities, innovation space, and ground floor retail. The park and garage will be designed as one project to ensure an integrated design that meets the needs of the community.

For now, the temporary parking lot at 1301 Jefferson Street is available for monthly parking at a rate of $195 per month. Spaces will also be set aside for discounted “park-and-work” daily debit parking for business owners and employees at a flat rate of $5 for any 12 hour period. The City created the park-and-work daily debit option for businesses as a less expensive alternative to feeding the meter (which is illegal) that also preserves valuable on-street parking for customers. The parking lot uses license plate recognition technology that will automatically open and close the gate for registered vehicles. Registered business employees will automatically be charged $5 upon entering the lot. The lot will be unattended and unregistered vehicles will not have access. The community design process is expected to begin this fall and will take 18 to 24 months. A temporary pop-up park and parking lot have been opened in order to make use of the property during the expected 2-year planning, engineering, and permitting process. An additional portion of the property is being used as a staging area by the City’s contractor for the Washington Street water main upgrade project.
